Hindustan Times reported that Gabbard released the disclosure as President Donald Trump’s administration pushes to end federal funding for certain gain-of-function research projects and increase oversight of overseas biological research programs.

PressTV said the documents also claim Ukraine has more than 40 laboratories built or supported in part by the United States, and it highlighted the Institute of Experimental and Clinical Veterinary Medicine in Kharkiv.
PressTV reported that the ODNI material stated the Kharkiv facility houses "at least some dangerous pathogens," and that it has historical links to Soviet-era biological research.

Several outlets framed the stakes around vulnerability during the Russia-Ukraine war, with Newsweek saying some labs were vulnerable because of the ongoing Russia-Ukraine war but had been intentionally covered up by previous administrations.
